Nowadays there are the gas pipelines with total capacity of 113.5 bcm in Europe that are at the active stage of construction or design. The projects geography is vast: from the polar latitudes of Norway to the Caspian Sea. Besides, against the background of excess capacities of regasification LNG terminals in Europe new gas pipelines are implemented, which are used today less than 50% notwithstanding the growth of LNG supplies by the global markets. Gas pipelines shall retain role of energy security base they are playing even while Europe experiences its energy transfer – however, their role can expand.

The sanctions imposed by the USA and other developed countries have confronted Russia with the fact that the critical areas of the economy, such as the oil and gas industry, require complete self-sufficiency and independence. Energy planning provides the foundation for the formulation of each state’s energy strategy and policy. Based on the example of long-range planning in the Russian power industry, it would be reasonable to conclude that effective coordination across CIS power industries, cooperation in terms of increasing energy efficiency and power-­supply reliability, and improved investment attractiveness will only become possible with the existence of harmonized, long-term strategic documents across power industries in the CIS countries.

The global oil market environment is an important factor for macroeconomic, investment and geopolitical decisions. There is a widespread belief that oil prices are almost impossible to be predicted, as they depend on the uncertainty of current and future supply and demand indicators and on a variety of other random factors. The article attempts to show that although the market is difficult to predict, it is quite logical. The Institute of Energy Strategy is successfully working on forecasting oil prices based on the harmonic analysis of price dynamics, its structural representation in the form of Elliott waves and neural modeling. The peaks and troughs of 2008, the price spikes of 2014, the downward trend of 2018-19 were predicted in a timely manner as well as the new oil boom of 2021-22 was forecasted on the basis of the results obtained.

The Energy Ministry’s efforts to promote the fuel and energy complex and the sectors within it invariably focus on a number of priority areas as designated by the President and the Government. They primarily include building up the hydrocarbon resource base, implementing infrastructure projects, diversifying export potential, lifting administrative barriers, improving the legal framework, increasing the availability of energy sources, the domestic development of technologies, including digital technology, and promoting international cooperation. These and a number of other key goals have become the main benchmark of the country’s energy policy. We see that priority performance indicators for various sectors within the fuel and energy complex as outlined by the country’s leadership five to seven years ago have either been achieved or will be achieved soon. In this regard, 2019 may be one of the most seminal years for the development of Russia’s energy sector and can pave the way for the Russian energy sector breaking new ground and reaching new heights.
