Resource and innovation potential of Russia’s strategic development

Abstract. The strategy of resource-innovative strategy of the country’s economy is considered. Reasons of formation, conditions and possibilities of its realisation in conditions of market economy are justified. Based on the potential of hydrocarbon exports, the resource-innovative strategy ensured at the beginning of the 21st century a successful start for Russia in the context of the formation of market relations, which included the payment of external debt and economic growth in the amount of 7 % of GDP. At the same time, the expectation of innovation and technological development of other sectors of the economy has not been fully realized. Energy complex, including the oil and gas industry, currently remains the leading link in the Russian economy, the state of which depends on both internal stability and budget profitability from the export of technology and resources. The volatility of the external environment and the emerging global trends in support of a non-carbon economy require adaptability and flexibility both of the strategy of the entire fuel and energy complex and of the country’s economy as a whole.

Target scheme of interaction between the defense industrial complex and the fuel and energy complex

The article studies possibility of using the research& engineering and production potential of the defense industrial complex enterprises out of concern of Russian fuel and energy complex technological independence. The detailed current scheme for inter-industrial and partnership was formed: the critical path of the project implementation makes more than 50 months. The target scheme for the critical path time reduction up to 36 months was proposed. The practical proposals on organization of effective interaction between the defense industrial complex and the fuel and energy complex for reduction of terms (including creation project groups of engineering and technological development), creation of competitive machinery equipment and technologies in terms of their costs (including new types of contracts and formation of new business units) and on achievement of the required quality of the fuel and energy complex (including creation of mechanism for the state commissioning acceptance) were defined. The result of implementing the proposals and the interaction target scheme practical application shall become achievement of the target indicator by the defense industrial complex by 30 % of civil products of the total output volume by 2025. For account of creating the high technology equipment and technologies, the defense industrial complex can take 25 % of the equipment for current market of the fuel and energy complex (above 300 bln rubles).

Energy and natural climate factors: if there is a chance to stop global warming?

Historical approach to the world energy forecasting can provide useful results on extended time horizons several decades deep. The genetic forecast assumes the global energy consumption at 30 bln tons level of conventional fuel and carbon dioxide concentration further rise to nearly 500 mln-1 by the end of this century. From a historical point of view, the implementation of the most aggressive IPCC scenarios of anthropogenic impact seems unlikely. Nevertheless, the scale of greenhouse gas emissions with the implementation of the genetic energy forecast does not prevent a global temperature rise by 2 degrees compared to pre-industrial era. Climate modeling show that the anticipated slowdown of global warming in the next 10–15 years will be caused by the counteraction of the natural factors, first of all, a decrease in solar activity and the transition of the major circulation indices to the next negative phase. Warming is expected to resume in the next decade but at a slower pace than in the last 30 years.

Natural and climatic anomalies in the Northern hemisphere and their impact on the economy

Based on the correlation analysis of statistics of abnormal natural and climatic phenomena, the crisis events in the economy of the first half of the XXIst century are considered as a manifestation of their specific cyclical nature. Using the methods of spectral analysis, the rhythmics of these events in the past are studied. At the same time, using a specially developed
neural model, their cyclical manifestation is predicted for the upcoming period-until 2030–2050. It is shown that the cyclicity of natural and climatic phenomena can be considered as one of the macroeconomic indicators of the economy in the long-term forecasting of its dynamics.
